Playing in an online poker room for money is illegal in some countries and states.  The same is not illegal when played for free without involving wagering. America has some complicating rules for online gaming with wagering, and it is for this reason that a major division of online poker room that accepts American players and that which does not accept American players has developed in the gaming industry.  No poker site is offensive about letting anybody play in it, but gambling laws tend to punish the organizers of the game in a hard way than the players.  Hence, the poker sites are not ready to risk their business by allowing players that are citizens of countries that are serious about poker wagering kind of law.
